This is the location of The Archivist where you can learn to craft the Map Room.

The Library of Esoteric Artifacts is also located here, and is accessible from the scroll shelves on the north-east side of the room (i.e. to the right of the Archivist). It is here that you can turn-in a 
Fragment of Power for a random recipe 
Scroll.
